Several states have adopted a new method to advance campaign finance reform and a public financing agenda -- blue-ribbon study commissions comprised of prominent individuals appointed by the legislature and/or governor. Maryland, Georgia and Idaho are all testing the waters with such study commissions this fall, as a means to disseminate information and educate legislators about the potential benefits of public financing for political campaigns. This policy brief seeks to provide background and general information on study commission efforts underway.
