In the later half of the 1990s uncontrolled growth emerged as the number one concern of Coloradans due to negative impacts on traffic, open space, affordable housing, water availability and overall quality of life. Despite this fact, Colorado has passed through three full election cycles (1996, 1998, 2000) without seeing any meaningful legislative measures to address out of control growth. The lack of action to address this pressing concern could be due, at least in part, to large campaign contributions to Colorado elected officials from pro-development interests.
