This report documents the changes that the Fair Campaign Practices Act
brought to politics in Colorado during the 1998 election cycle, the first and only election cycle to be run under Amendment 15 limits. The report compares campaign contributions and expenditures from the 1994 and 1998 election cycles. The 1994 cycle is the most recent comparable election that was conducted under pre-Amendment 15 rules.
