In the 2007 legislative session, Representative Pam Jochum (D-Dubuque) introduced the Iowa 'Clean Elections' Act. This bill would establish a 'Voter-Owned Elections' system in Iowa. Senator Mike Connolly (D-Dubuque) introduced a companion bill in the Senate.
